This Pull Request addresses the need to modernize the OpenCRE frontend by migrating the styling framework from Semantic-UI to Tailwind CSS v3.

This change was initiated to leverage the benefits of a modern, actively maintained CSS framework, which offers better customization, design flexibility, and compatibility with modern React workflows, as discussed in the original issue.

sorry, I'm not a css pro, so please excuse the ignorance but isn't inline css considered bad practice and instead you should have classes etc?

given that this PR was never updated, and given that it has conflicts with most of the frontend, i'm closing this for now, if you want to work on this again please feel free to reopen
