the additions for 1/f norm look ok, and good that the options preserve baseline functionality
make sure pyc files (compiled) are not included in the commit

Added one_over_f_norm() to normalize TFR by 1/f fit with specparam
Created sim_ovent to validate the one_over_f_norm() function.
