this MR add streaming mode support for the rollout buffer as well as device buffers. This is prepared for GDS supports once it lands production ready in h5py and HDF5. However, for small memory footprints, streaming mode is already useful without it.
this should not be merged before #89
(it would work but the diff is much larger than necessary)
