fix: mcp review status display

1. 修复审核通过或被拒后看不到审核意见的问题

2. 刷新按键->连通性校验，与智能体配置页面保持一致

3. 修改mcp市场添加mcp和编辑页面字段要求，与智能体配置保持一致

4. 修复mcp仓库启动后智能体配置不能及时显示的问题
