Bump auto-changelog to 6.2.0, and make the clients responsible for their own flags.

Overview
Upgrades @metamask/auto-changelog from 5.3.2 to 6.2.0 (lockfile included; v6 adds optional oxfmt / prettier peer deps).

Release changelog automation in update-release-changelog.sh no longer runs auto-changelog update --rc with shared flags (--autoCategorize, --useChangelogEntry, --useShortPrLink, --requirePrNumbers). It now invokes yarn update-changelog with only --repo and --currentVersion, so each platform repo’s update-changelog script owns how changelog generation is configured on v6.
