MDBF-1233: Create the lists

Added the following lists:

• committers: all current members of the Developers github group
• reviewers: a subset of the above based on some pre- existing spreadsheets
• maintainers: a subset of committers based on the list in the upper directory

All lists are in the following format:

• [<github user name or login if none>](https://github.com/login)

Please, edit main committers.md (not lists/committers.md) and replace

- *github team membership cannot be made public. other projects solve it by keeping a list in a file and synchronizing with a team using github API from github action. we can have the list in this file and have github action push it to team membership*

and the same for the list of reviewers directly below. And I don't like two lists of maintainers, there's a risk of them getting out of sync. But let's solve it in a separate PR
