Recommend Footprint Expert Guidelines over IPC7351 since IMO it can be considered as its successor, and especially since it is available publicly for free (in contrast to IPC7351). Also clarify some of the corresponding library conventions.

One clarification/change in particular: Recommend a fixed 0.1mm clearance from courtyard to pads, no matter what is the clearance to the package outline. I think a large courtyard clearance of e.g. 0.2..0.4mm doesn't make sense around pads since the pad size is not relevant for the pick&place process.
