fix(declaration): retry the boot publish until accepted or refused - #225
Conversation
A Status passed through Config.Status or WireInput.Status reads idle, pending, published or failed, so a service can show in its readiness check that the access manager does not hold its declaration yet. A scope-only publication that cannot start for lack of configuration reads failed instead of idle.
The background publish gave up after five attempts, about 8 s, and never tried again: an access manager that came up later, or was down during a rolling upgrade, never received the declaration, and every caller got 403 while the service looked healthy. Start's initial publish now retries transient failures (network, timeouts, 5xx, 409, a token that cannot be minted) with the same backoff, capped at 30 s, until the access manager accepts or refuses it or stop is called. Refusals (401/403/422/501, empty token) still stop at once. Publish and the FailFast path keep the bounded budget, so a fail-fast boot still ends.

Initial background publishing retries transient failures until success, refusal, or cancellation. Environment wiring passes status to the publisher, and the README documents the behavior. A scope-only publisher whose manifest carries no scope sends nothing, so its Status reads idle, not published. The README now defines idle as no publication started rather than the declaration switch being off.

GetApplicationToken now returns a TokenRefusal carrying the HTTP status when the token endpoint answers non-2xx, so a caller can tell a refused credential from a rate limit or an outage. It unwraps to the commons.Response it returned before, so errors. As on that type keeps matching.
The zero-value idle check restated the constant's definition, and the 403 ERROR log is already pinned by the publisher's own refusal tests.
Every retry minted a new token, so a pod whose PUT kept failing during an access manager rollout made about ten token calls in its first minute, hitting the token endpoint's 10-per-minute limit. The token is now reused across attempts and minted again only after a mint failure, a 401 on a reused token, or once it is five minutes old. A token endpoint refusing the M2M credential (a 4xx other than 429: a wrong or revoked secret) was retried as transient, so the publication read pending forever. It is now final: logged at ERROR, status failed.

What changes for a service
Before: the declaration publisher made 5 attempts at boot (~8 s of backoff) and then gave up for the life of the process. If the access manager came up later (fresh BYOC install) or was down during a rolling upgrade, the service never declared its permissions: every caller got 403 while the pod's readiness stayed green, with only a WARN line to show for it.
After:
Start's initial background publish retries transient failures (network, timeouts, 5xx, 409, a token endpoint that is down or answers 429) with the same backoff (1 s, ×1.5, ±50%, growing to 30 s between attempts, up to 45 s with jitter). It keeps going until the access manager accepts the declaration, refuses it, orstopis called. Boot stays asynchronous.Publish()and theFailFastpath keep the bounded 5-try budget, so a fail-fast boot still terminates.declaration.Status(viaConfig.Status/WireInput.Status) reportsidle/pending/published/failedfor a readiness check.
