CI: Allow slower jobs and skip nightly coverage - #973

Cold Windows nightly runs can spend most of the ten-minute job limit precompiling before the test suite starts. Give the matrix jobs twenty minutes to finish. CoverageTools 1.4.1 fails after successful nightly tests because Julia 1.14 renamed PkgLoadSpec.julia_syntax_version. Skip coverage processing and submission on nightly until CoverageTools supports the new field. Cold Windows nightly jobs can spend about seven minutes preparing and precompiling dependencies, leaving too little of the ten-minute job limit for the test suite. Raise the limit to 20 minutes. The Windows job in the PR #972 run was canceled partway through tests; a later warm-cache Windows nightly job passed.
The macOS nightly job passed all GPUCompiler tests, then failed while processing coverage: CoverageTools 1.4.1 reads
PkgLoadSpec.julia_syntax_version, which Julia 1.14 nightly renamed. Skip coverage processing and submission on nightly for now. Stable Julia jobs continue to submit coverage.
