feat(web): adopt native tooling and Intent skills

What changed

• give packages/web package-local Oxfmt and Oxlint workflows
• adopt the exact TypeScript native bridge for root, Vue, and declaration checking
• replace the non-discoverable agent-skills/ tree with one generated TanStack Intent skill
• strengthen packed declaration and installed-skill contracts

Why

The web package needed a reproducible first-class development loop, while its published agent guidance needed to be discoverable and loadable from the installed package rather than existing only as repository documentation.

Developer impact

Contributors get consistent format, lint, editor, and native TypeScript behavior. Consumers can explicitly allowlist and load @inkcre/ui-web#ui-web. Runtime component APIs remain unchanged.

• complete pnpm check
• disposable frozen install followed by the complete root check
• stock TypeScript 5.9.3 versus bridge declaration-topology comparison
• deterministic two-pass skill generation and seed/story stale negative fixtures
