Fixes #2105 Security Policy Violation
Project is out of compliance with Binary Artifacts policy: binaries present in source code.
Description
A binary test file was added to the repo in #2089 when addressing #2075.
The binary test file was not needed and has been removed.
Also, the test Dockerfile has been made easier to read and understand.
