Description

Applications must call vPortConfigureInterruptPriorities() when starting a secondary core. Its declaration was moved from portmacrocommon.h to port.c to fix an MPU header inclusion problem. Applications could then no longer find the declaration through the port header.

Add the declaration back to portmacrocommon.h without the PRIVILEGED_FUNCTION attribute. Keep the existing declaration with that attribute in port.c so MPU builds still place the function in the privileged code section.

Document when the function must be called. Update the GCC and IAR port copies using copy_files.py.
