Update Rust crate hifitime to v4 - #41

Clippy had exited with the 101 exit code

Node.js 20 actions are deprecated. The following actions are running on Node.js 20 and may not work as expected: actions-rs/clippy-check@v1, actions-rs/toolchain@v1, actions/checkout@v4.
