🛠 Changes
This sets up the VPC endpoints for just test environments.
ℹ️ Context
These changes support in-network communication instead of traversing the web back into the aws network.
🧪 Validation
These changes are validated by applying them to CDAP and verifying, using vpc flow logs, that codebuild accesses the S3 bucket for ToFu state via the endpoint not over the internet.
