Added documentation for the new EP approval workflow. The docs for the existing workflow in legacy CDS are here (and maybe elsewhere too?) which will need to be changed / linked to our docs. Research collaborations will be onboarded one-by-one to the new approval process, so the docs will need to be clear about which community uses which process (I did not add that to these new docs for now).
