This PR fixes an issue where the ipfs data for
handleIssueUpdatedwould be would use the variable name 'description' instead of 'body' which would cause a error when trying to lookup 'body'. Also it fixes the BountySettings values and it switches back to using repoHexId from the events instead of the repo's id. Previous inconsistencies that this attempted to fix were better fixed by using aliases on the front end.
