Performix install guide minor improvement

Minor Improvement to Performix install guide based to add optional local GUI connection (for DGX Spark)

• Clarify sudoers configuration by explicitly referencing order in /etc/sudoers. Incorrect configuration by user means they cannot run memory-access on DGX Spark.
• Provided steps to connect locally via the performix GUI for local machines with display output, such as DGX Spark

JFYI, This PR is not blocking this change to the Perfomix install guide, but discovered there appears to be a minor issue in sysreport, where perf counter = None is falsely reported when running on heterogeneous systems.

Does not impact this PR.
