When the work branch moves after a checkpoint is written (pickup-time
rebase onto a fresh base or restart-recovery recomposition), the
checkpoint no longer descends from the pre-turn tip. Discard the
bookkeeping with the standard discard log and run a normal fresh turn
from the current branch tip, preserving the branch. Retained-sandbox
leases still refuse explicitly instead of being dropped.

…ent retain

The retained-sandbox lease test used a hand-built checkpoint+lease with no
typed preempt ref, so it never entered the stale-discard path and verified
only the pre-existing conversion failure. It now builds a real stale Git
checkpoint via preempt, recomposes the branch, and publishes a lease inside
the stale-check fetch window, so DiscardStaleAgentTurnCheckpointAsync's
lease refusal is what fails the item. Production changes support this:
single lease-refusal guard with shared message, hoisted checkpoint fetch,
infrastructure classification for the refusal, and lease-only healing for
both-backings infra failures.
