This PR is a tiny first step to support [d]encoding custom specifications.
It adds support for representing in memory which extensions are defined in the model file, their local prefix and whether if they are required or not.
The current decoding behavior is not changed.
The encoding does not honor the extensions defined in the model, it will come in a future PR as it requires some small refactors.
