Handle not eligible VIES service

Sometimes, especially for France and Germany requests, the VIEW is not responding. We should handle this case.
The solution could be a "strict" option on the validator. If it is enabled, the validation will not pass if VIES cannot validate the vat number. Otherwise, it will maintain the current behaviour.
