[6.x] Bard toolbar is covered by sets

Bug description

In Bard fields, sets cover the floating toolbar.
The below example shows the issue; from the dev tools, you see me disable/enable a z-index rule I added to make the issue more visible.

How to reproduce

Create a Bard field with set. then during entry edition, add a set and scrolldown to give it a chance to cover the bard toolbar, which it will do
