The `update` workflow is failing

It looks like the update workflow has been consistently failing. Terraform's latest version by the time of writing this issue is 1.15.6; however, 1.14.6 is the latest one provided by this flake.

@jsl, @davidnbr - While I'm no longer a member of Stack Builders, I co-authored this repository and would be glad to become a maintainer and assist in fixing these types of issues. I already have context about this repository.

I opened a PR adding the missing 1.15 versions; I'm planning to open a follow-up PR for 1.16 and backfill the missing 1.14 versions.

The main challenge is x86_64-darwin, as it appears that the binary cache is cold on this system, forcing a large number of packages to be compiled in a single GHA runner, resulting in a timeout. We could either discontinue support for this system because Apple no longer manufactures devices with this architecture or change the CI workflow to build one package per job; in any case, I believe the number of packages built by the CI should be limited, so perhaps a policy requiring only the most recent 5 aliases could be implemented to ensure more deterministic builds and avoid timeout issues.
