[Bug]: Local Send doesn't add the minimize and maximize button even though they are enabled in the Settings

What happened?

I have enabled all three of the buttons in the titlebar, minimize, maximize and close, but some apps like Local Send only show the Close button

Steps to reproduce

1. Install and open Local Send

Expected behavior

All apps recognize my preference to have the three buttons.

this isn't fixed as local send and other gtk apps still only show the close button
