Adding Novocontrol in PICA

• A small standalone communication GUI, separate from the VISA scanner, for sending SCPI commands and reading back responses.
• A small test routine for a Novocontrol Alpha A Frequency analyzer frequency scan, which sets the scan parameters and then adjusts them based on the delta.

Add a seprate novontrol module for open short correction

• Update the VISA connection tester utility and add general features such as a checklist of required packages and DLLs, along with printing system diagnostics.
• Update the frequency scan with the new freeq measurement definition from Windeta and new reference data.
• Thoroughly verify the commands in the frequency scan module.
• Create modules parallel to the LCR meter modules, clearly indicating that they are in the experimental testing phase.
