Fixing CODEOWNERS Compliance Issue

Root cause: The CODEOWNERS file at .github/CODEOWNERS was already correct (* @petry-projects/org-leads). The false positive was a bug in scripts/compliance-audit.sh:

gh_api() ran gh api "$@" 2>/dev/null which only suppresses stderr. When gh api gets a 404, it still outputs the error JSON to stdout. With 3 retries, three 404 JSON blobs were concatenated into content, making found=true for the missing root-level CODEOWNERS. That JSON was decoded as CODEOWNERS content, then flagged as not starting with @petry-projects/org-leads.

Fix applied (scripts/compliance-audit.sh): capture gh api output into a variable; only echo it when the exit code is 0 so failed API calls produce no stdout.
