Documentation: Define archive and descriptor synchronization governance

Context

Problem

A new shared archive location was introduced (Pandore\COMMUN\CS_Banc_Caract_Pertes_T\), but no explicit governance exists for how repository artifacts and descriptors are updated there. This creates risk of accidental move/delete of folders or files.

Expected Outcome

A documented, enforced workflow defines ownership, update process, and safeguards for archive synchronization and descriptor maintenance.

Scope

In:

• Define archive synchronization process between repository outputs and the shared Pandore path.
• Define ownership/reviewer for archive updates.
• Define safeguards to prevent accidental move/delete.
  Out:
• Hardware modifications.
• Simulation model recalibration work.

Acceptance Criteria

• A written procedure is added in repository docs for updating Pandore\COMMUN\CS_Banc_Caract_Pertes_T\.
• At least one owner/reviewer role is identified for archive updates.
• A checklist or guardrails are provided to avoid move/delete mistakes.
