Typos in nation names on Baltics map

Describe the bug

There are some typos in the names of nations on the new Baltics map.

To Reproduce

Open the map and look at the names.

Expected behavior

There are at least the following typos:

• Parnu (should be Pärnu)
• Vorumaa (should be Võrumaa)

• Version: latest master, v0.33.1

I think these special characters for player names are currently not supported. Thats why they are named like that.

They definitely are supported. Some names on the Baltics map currently have them.
