renovate bot is spamming PRs?

The config looks like it intends to limit renovate to only 3 concurrent PRs: https://github.com/openedx/openedx-platform/blob/master/.github/renovate.json5

However, that doesn't seem to be the case:

There are currently 355 queued actions, many/most from renovate: https://github.com/openedx/openedx-platform/actions?page=14&query=is%3Aqueued

This was due to a manual push on my part, we had a bunch of minor updates that were getting gated beind major ones so I opened all of them to get a bunch of minors to land. The big culprit is the rebase on all changes default that renovate has.

I'm closing the major update PRs but also I have a PR to stop constartly rebasing here: #38558
