PR titles cropped unnecessa...

PR titles are being cropped with ... even when there's enough space to show more.

This is a problem because sometimes information differentiating the PRs comes at the end of the title.

• Extension version: vscode-pull-request-github 0.127.2026013004
• VSCode Version: 1.109.0-insider
• OS: Darwin arm64 25.2.0

Steps to Reproduce:

1. Load github pull-requests tab
2. Expand the panel wider than the longest line
3. Notice that despite there being enough spacethe titles are still cropped

That was intentional for when horizontal scrolling is enabled, but we can just truncate only when horizontal scrolling is enabled.
