Upgrading .NET Version

The current version of the code in the repo uses .NET 4.5 which is unsupported (and developer pack is unavailable).  Is there an updated version running a supported version? 

This workaround (https://thomaslevesque.com/2021/11/12/building-a-project-that-target-net-45-in-visual-studio-2022/) is less than desirable, so I was curious if there's an updated version of the code,
