[Feature wish] [repeaters] set flood repeat for regions per packet type.

Regarding the region feature of repeaters, in a local chat there came the need to differentiate between repeating flood packages that are adverts, broadcast messages, and path discovery.

The need came from the scenario where packets without a scope are not forwarded (denyf *) -- but that people still want to reach specific recipients in another region, so path discovery would be necessarry.

The feature wish is to -- instead of allowing or denying flood packet repeat per region regardless of package type -- to be able to set it more fine granular for different types of packets.

Ideally I could define a maximum number of hops for each flood packet type, e. g.

• flood path discovery → max. 64 (no limit)
• flood adverts → max. 10
• flood broadcast messages for scope * (wildcard/no scope) → max. 5
