Update debug infrastructure

• Unify Windows launch scripts as run.cmd
• Run: go get github.com/nyaosorg/go-windows-dbg@v0.1.0
• Add internal debug framework (internal/dbg)
• Restore debug headers in edit spreadsheet view (edit when -debug option specified)
   
• run-(DB種類).cmd となっていた起動用バッチファイルを run.cmd へ統合
• 調査のための、Windows の OutputDebugString を呼び出すパッケージを import
• ビルド時のタグを見て、デバッグ関数を有効にしたり、無効にする internal パッケージを追加
• -debug オプションを指定すれば edit文のヘッダ部分に型情報が出る仕組みがあったが、壊れていたので修復した。
