Hi @mnriem, thank you again for reviewing and merging the preceding A11Y Governance v0.4.2 update through #3827 and PR #3828.

This backward-compatible v0.4.1 update treats the project-declared learner and accessibility contract as shared guidance across every maintained agent and Spec Kit template surface.

  • Updates the existing community-catalog entry from v0.4.0 without changing the preset ID, recommended priority 60, or standard-governance scope.
  • Requires declared audience, prior-knowledge boundaries, language order, readability target, first-use terminology, and text-first accessibility paths to remain semantically equivalent across maintained agent surfaces.
  • Prevents a complete project policy from being reduced to an agent-specific summary.
  • Extends the parity checklist so reviews explicitly compare audience, prior knowledge, CEFR target, terminology, and text-first accessibility across all maintained surfaces.
  • Preserves shared-guidance and generated-command parity, Level-0/1/2 fleet-completion evidence, separation of generated paths from unrelated changes, normative-versus-historical source discipline, and secret-free runner/status metadata.
  • Preserves explicit intentional-deviation handling and semantic command parity across skills, prompts, commands, templates, and instruction files.
  • Preserves authority boundaries: installation grants no repository, remote, merge, bypass, deployment, cancellation, secret, or provider-administration authority.
  • Keeps all 6 templates and 3 wrapped commands; no scripts or required extensions are introduced.
  • The learner and accessibility contract patch was reviewed and merged in the preset repository through PR Update README.md #3.
  • The exact v0.4.1 tag points to commit d4db21bad86dd742a3a5a81818368d7b03099ba7; the downloaded GitHub tag ZIP passed archive validation with observed SHA-256 2075345087f56e0d687d911edfbbe05a64820f4cda4e23b6aeb8414e42593987.
  • The published manifest, MIT license, tagged README installation command, local eleven-preset matrix, and release archive were rechecked before this submission.

Maintainer feedback on the shared learner-policy boundary, semantic parity across agent surfaces, and community-catalog description would be appreciated. The preset remains authority-neutral and backward compatible.
