ERROR with : does not have enough data

when run python rest_api.py, i get error notice:
ERROR with : does not have enough data
how can i solve this problem？

This problem was solve, because i live in China, so i set proxy is ok.

but python rest_api.py, return nothing,

i run python dash_app.py, i get notice:

requests.exceptions.JSONDecodeError: Expecting value: line 1 column 1 (char 0)
how can i solve this problem
