Add git-lfs feature to base-ubuntu image

It looks like GitHub adds hooks which block normal push operations when lfs isn't installed. The universal image has lfs enabled using a feature. Perhaps lfs can get "baked in" to base-ubuntu in the same way.

I created a pull request that does the same thing as the universal image. It's possible that git is installed a bit redundantly in the universal image, maybe there is a reason, but it looks like git is first installed in the common-utils feature and then again installed in the git feature. It's possible the git feature was added to address some extra configuration or maybe to solve this same problem even though it was actually solved by the git-lfs feature all along! 🤷‍♂️

At any rate it looks like both the base-ubuntu and universal image have a common-utils install component. It might reduce work load if the lfs package is installed there instead/too. Then you don't need to update every base image, which I think might be necessary to avoid issues with GitHub codespaces.

Here is where git is added if it isn't already there(Ubuntu/Debian). Maybe add something here for git-lfs? 🤔

It's possible the common-utils feature is something that is getting deprecated so updating there is possibly a bit superfluous really.
