Relevant environment info

- OS: Windows
- Continue version: 1.3.38
- IDE version: VSCode 1.124.0
- Model: OpenRouter
- config:
  I am using config.json and ruflo.json (mcp)

Description

I can use continue with the openrouter models.
In tools configurations the mcp ruflo is active but with an erro.

When I use AI to try to sort it, the answer was Ruflo has tools not resources.

@tiagoherrmann Thanks for reporting this. I'd like to investigate the issue and try to reproduce it on Windows with the VS Code extension. If I'm able to identify the root cause, I'll submit a fix.
