Enhancement - Improvements to automated weather alerts

Description

There are multiple small enhancements that could improve the usefulness of the automated weather alert feature.

Details

• Add support for multiple zones and channels to local NWS alerts
• Add support for to send 'alert type' message, but only for extreme alerts (tornado, etc)
• Change local NWS alert to report the area of the alert

Another enhancement could be adding a URL to the NWS alert so it can be read in its entirety and or segmenting the full alert into separate messages
