Automatic posting of power outage alerts when for a given area/power provider

Details

• Must be on a schedule
• Should persist last known outage alert to avoid reposting the same alerts
• Should support configuration in config.yaml for the location/region, utility specifics, (as well as standard configs - interval, etc)

Stretch Objectives

• Should support more than 1 channel, and more than 1 location
