[BUG] C.17 Form unpublishing broken

**Describe the bug**
Form unpublishing neither persists nor actually unpublishes the forms

**To Reproduce**
Steps to reproduce the behavior:
1. Go to admin/forms page
2. view current forms
3. unpublish the form
4. refresh and/or go to reader side, not working

**Expected behavior**
unpublished form should not show up for reader, should stay unpublished on page refresh
