Species Occurrence Frequency Threshold setting

One option that I think is needed is the Species Occurrence Frequency Threshold, an option for the Model with a range of 0.0005 to 0.99 that filters expected species based on historic eBird data for your location. For me I would set this to 0.001 in order to detect the Owls in my area.

I brought that option to the frontend settings. under detection setction. default to 0.03. you can see if tweak that helps with your owl detection. now on the staging branch.
