[3.0]: Upgrader automatically continues even on login screen

Basic Information

By default, you have to login as an admin when running upgrade.php. However, the upgrade now automatically continues even on the login page, giving you 4 seconds to enter your details before the page resets

Steps to reproduce

1. Attempt to upgrade SMF

Expected result

You should be able to enter your login details before submitting the form

Actual result

The "Continue" button shows up, then counts down from 3 before the page reloads.

Should probably do any upgrader tests with that PR.
