dnsmasq fails with start-limit-hit during boot

Needs further investigation. Has been seen at least twice till date.

Solution:
echo -e "[Unit]\nStartLimitIntervalSec=0" | sudo SYSTEMD_EDITOR=tee systemctl edit dnsmasq

It does the following:

• Creates a systemd override file for dnsmasq: /etc/systemd/system/dnsmasq.service.d/override.conf
• Populates it with the appropriate configuration to disable restart-rate-limiting for dnsmasq
• Causes systemd to do a 'daemon-reload', reloading its service configuration
