TTS/STT: API for exposing provider/model and config

**Problem**
Currently there is no way for the users of Kaapi API to know which model, providers and parameters are supported. This created confusion on which params are valid in the config body.

**Solution**
Could be an API endpoint or a YAML like hardcoded file to point which provider--> model--> params are supported.
