CO OAP grant standard equals the federal SSI benefit rate instead of the state standard

gov.states.co.ssa.state_supplement.grant_standard carries 943 (2024) and 967 (2025) — exactly the federal SSI benefit rate for those years. Colorado's Old Age Pension total grant standard is set by state rule above the FBR: 9 CCR 2503-5 § 3.530 sets the total monthly OAP grant standard at $1,032 effective January 1, 2026 (with a maximum monthly in-kind support and maintenance shelter deduction of $351 and a payment floor of $189).

Because the OAP grant is the state standard minus countable income (which includes any SSI), setting the parameter to the FBR understates the state supplement for OAP recipients.

Found by the Axiom oracle comparison (axiom-oracles co-state-supplement suite, https://axiom-oracles.vercel.app): Axiom encodes $1,032 from 9 CCR 2503-5 § 3.530 vs PE 967 at 2026-01-01.

Resolved by #8807. Two distinct parameters were at play:

• gov.states.co.ssa.oap.grant_standard (the OAP standard this issue's numbers refer to) now carries $1,032 effective 2026-01-01 per 9 CCR 2503-5 § 3.530(A) (rule version 12428) — matching the Axiom encoding.
• gov.states.co.ssa.state_supplement.grant_standard (the AND-CS parameter path named here) now carries $994 effective 2026-01-01 per § 3.546(A) of the same rule version; the CCR text ("The total AND-CS grant standard is $994, effective January 1, 2026", printed page 98) was re-verified directly from the Secretary of State PDF. The 2024/2025 AND-CS values matching the federal SSI benefit rate are consistent with the state rule tracking the FBR for that program.
