Update markdown files to reflect move to ASWF

Hi @jmertic, could you help with updating our tsc/charter.md to reflect our move to ASWF?
Also, should we update the tsc/icla.md and tsc/ccla.md files?

I can handle propagating the changes to the other repositories once complete.

I think all three of tsc/charter.md, tsc/ccla.md and tsc/icla.md can be removed, and any references updated to point to either https://github.com/AcademySoftwareFoundation/foundation/blob/main/project_charters/moonray_charter.pdf or EasyCLA
