Create SreBootManager skeleton with normal boot path

Create orchestrators::sre_boot_manager::SreBootManager implementing BootOrchestrator. Initial flow: interleave connect + dispatch → EndOfDxe → console → write-lock boot partition → ReadyToBoot → boot main OS. No hotkey, no WIM, no capsule yet.

Superseded by #91 — SreBootManager skeleton was relocated into a new platform-level patina_sre crate (at odp-platform-common/uefi/crates/patina_sre/) rather than living in the generic patina_boot SDK crate. See PR #1492's closing comment for the architectural reasoning. Skeleton ported as of 2026-05-26 — cargo test 6/6 passing.
