VKVS does not support separate queue setup to perform transfer and decode operation by default

When performing a decode to a file, the decode process fails with Mesa drivers because the mesa driver use 2 different queue to perform the decode and the transfer to buffer.

Need to use a process filter to perform the transfer with --enablePostProcessFilter 0
