[TASK] SITL Simulator notify if using old version

The SITL Simulator needs to notify the user if they are using an old version of the docker container and preferably give them an option to update it.

There is a question over the behaviour of what we want it to do to the old version. At the very least notify the user they would need to delete it otherwise we are going to clog up their hard drive.
