[Suggestion] Allow Fluid Hatches to be placed on the floor/ceiling

I've found myself too often needing to access fluid storage that happens to be placed on the floor or ceiling, and this is especially true for Aeronautics considering how chaotic and situational the physics can be.

(It's still a nice feature to have regardless of physics)

This would be a neat feature, though notably it wouldn't be consistent with how Item Hatches operate either...
I imagine that if Fluid Hatches were to be place-able in more orientations - that it should also apply to Item and Experience Hatches as well.
