Add Permission to Exempt from Money Steal

Is your feature request related to a problem? Please describe.
There is no way to exempt certain players from the "Player Kills" section of the config, including money reward, money penalty, and money steal.

Describe the solution you'd like
It would be great if you perhaps added 2 new permissions:

• A Permission which when given to a player will prevent them from receiving Money Reward when killing another player and prevent them from receiving a Money Penalty upon death
• A Permission which when given to a player will prevent other players from receiving Money Reward when they kill the player with the permission and prevent other players from receiving a Money Penalty when killed by the player with the permission

I would love to be able to give these two permissions to a player and prevent that player from getting or contributing to any Money Reward, Money Penalty, and Money Steal altogether,
